Let me remind you that the United Nations Human Rights Committee at the Committee meeting in Geneva on 11-29 July 2011 adopted the "General Comment #34" (document CCPR/C/GC/34). This document provides interpretation of Articles 19 and 20 of the International Covenant on Civil and Political Rights, compulsory, including, for the authorities and courts of Russia.
